SB 964 -- APPOINTMENT AND DUTIES OF ASSISTANT ADJUTANTS GENERAL SPONSOR: Crowell (Jackson) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Veterans by a vote of 11 to 0. This bill allows general officers recognized as major generals to be reassigned as a state assistant adjutant general without change in grade or branch. Currently, the Adjutant General may assign a third assistant adjutant general in the grade of major general or below from Missouri's air forces. The bill removes this provision and requires that a person have 10 years of military service instead of four years as a commissioned officer before his or her appointment to assistant adjutant general, with five of the 10 years as field grade service. The bill requires that assistant adjutants general serve at the pleasure of the Adjutant General. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the current system is out of date, and the bill brings the number and grade of assistant adjutants general in line with federal guidelines. The bill ensures that the assistant adjutants general have the knowledge appropriate to the grade. Testifying for the bill were Senator Crowell; and Missouri National Guard Association.
